Introduction

A common misunderstanding in UFO databases is the assumption that an unresolved case is automatically evidence of something extraordinary. AARO’s “Active Archive” category shows why that assumption is often wrong. In AARO’s reporting system, many cases remain open not because investigators have confirmed anomalous performance, but because the underlying evidence is too limited, incomplete, degraded or fragmentary to support a reliable conclusion. The archive functions as a holding area for unresolved reports that may become analysable later if additional information appears. It is therefore better understood as a data-quality category than as a catalogue of confirmed mysteries. What the Active Archive category includes

The clearest description comes from AARO’s FY2024 consolidated report. Out of 757 reports received during the reporting period, 444 were placed into the Active Archive because they “lacked sufficient data to facilitate analysis”. The office stated that these records would be retained for trend analysis and could be re-examined if new information became available. [scribd]scribd.comAARO Annual Report on UAP FY2024 Ft AsTechRAARO 2024 Annual UAP Report Summary | PDFThe remaining 444 cases lacked sufficient data to facilitate analysis and were placed in the Act… This means Active Archive cases are not a special class of highly anomalous sightings. They are often reports where investigators cannot confidently reconstruct what happened because critical information is absent. Missing elements may include:

  • Full sensor recordings rather than short clips.
  • Radar tracks.
  • Flight telemetry.
  • Precise location and timing data.
  • Weather information.
  • Corroborating witness reports.
  • Technical details about the recording system itself.

Without those elements, even a striking image or video can remain unresolved for purely evidential reasons. AARO has repeatedly stated that archived cases may later be reopened and resolved if better supporting information emerges. The category therefore resembles an evidence backlog more than a collection of confirmed anomalies.

Why missing data blocks confident identification

The public often encounters UFO cases through short videos, screenshots or witness descriptions. Investigators face a different problem: they must determine not only what appears on screen but also how the recording was produced.

Sensor limitations can create uncertainty

Many military and aviation reports depend on infrared cameras, targeting systems, radar returns or other specialised sensors. These systems can generate artefacts, distortions or ambiguous signatures that are difficult to interpret without complete technical context.

AARO has published examples in which available imagery showed an apparent object or heat signature, yet analysts could not determine whether the effect represented a physical object, a sensor artefact, a reflection, an environmental phenomenon or another explanation. In several public case releases, the office explicitly stated that available data were insufficient to evaluate performance characteristics. [YouTube]youtube.comYou Tube UAP FILESUAP FILES - Visual Evidence from 3 Cases over Africa (2022…The available data is insufficient to evaluate the phenomenon's… DVIDS This is an important distinction. Short clips often remove crucial context

A dramatic few seconds of footage may omit the information needed for analysis. Investigators typically want:

  • The complete recording before and after the event.
  • Sensor settings.
  • Aircraft motion data.
  • Information about zoom levels and tracking modes.
  • Environmental conditions.
  • Independent sensor confirmation.

Without that context, ordinary objects can appear unusual. Motion effects, apparent acceleration and shape changes may result from camera movement, perspective, tracking systems or image-processing behaviour rather than the object itself.

When those supporting records are unavailable, analysts may be unable to confirm either a conventional explanation or an extraordinary one. The result is often an unresolved archive entry rather than a finding of anomalous technology.

Witness testimony alone has limits

Pilot and observer reports are valuable because they alert investigators to unusual events. However, human observation by itself rarely provides enough precision to calculate speed, distance, altitude or manoeuvring performance.

A witness may accurately report seeing something unusual while still lacking the information needed to determine what the object was. In database terms, that can produce a legitimate report that remains unresolved without implying a confirmed anomaly.

The difference between archived cases and genuinely anomalous cases

One of the most important details in AARO’s FY2024 reporting is that the office separated archived cases from a much smaller set of reports that warranted additional investigation because of reported anomalous characteristics or behaviours.

The report identified 21 cases that merited further analysis by intelligence and science-and-technology partners. Those cases were distinguished from the 444 reports placed into the Active Archive due to insufficient data. [New York Post]nypost.compentagon says nearly two dozen ufo sightings cant be explained true anomaliesAnomaly Resolution Office (AARO) website. AARO / SWNS… merit further analysis based on reported anomalous characteristics and/or behav…

That distinction is often lost in public discussions.

A simplified comparison helps clarify the difference:

CategoryMain reason for statusResolved caseEvidence supports a conventional explanation.Active Archive caseEvidence is too incomplete for a reliable conclusion.Further-analysis caseReported characteristics appear unusual enough to justify additional investigation.

An archived report may ultimately turn out to involve a balloon, drone, aircraft, sensor effect or something genuinely unusual. The archive designation alone does not tell readers which outcome is more likely. It only indicates that investigators currently lack sufficient information.

How archive status can be misread in UFO databases

Many UFO catalogues combine reports from military files, civilian sightings, historical archives and media accounts. In such databases, unresolved often becomes a catch-all label.

That can create a misleading impression when readers scan case totals. A database may contain hundreds of unresolved reports, yet the reasons for non-resolution can vary dramatically:

  • Missing records.
  • Lost radar data.
  • Poor image quality.
  • Incomplete witness information.
  • Administrative backlogs.
  • Ongoing analysis.
  • Genuine evidential ambiguity.

AARO’s Active Archive highlights this problem because it explicitly identifies insufficient data as the reason many reports remain open. The office’s own language cautions against treating all unresolved cases as evidence of extraordinary objects. [dni.gov]dni.gov4020 uap 20242024 Consolidated Annual Report on Unidentified…14 Nov 2024 — The classified report has been submitted to Congress, and the unclassifi… [U.S. Department of War]war.govdr jon kosloski director aaro media roundtable on the fy24 consolidated annualDepartment of WarDr. Jon Kosloski, Director, AARO, Media Roundtable on the…14 Nov 2024 — Meanwhile, over 900 reports lack sufficient d…

The misunderstanding becomes especially pronounced online, where unresolved case counts are sometimes presented as if they represent confirmed unexplained phenomena. In reality, an unresolved category often measures the limits of available information rather than the strength of evidence for an exotic explanation.

Why the archive still matters

Recognising that Active Archive cases are not confirmed anomalies does not make them unimportant.

Large archives can reveal reporting patterns, geographic clusters, recurring sensor issues and emerging trends that are not obvious from individual incidents. AARO has stated that archived reports are retained for pattern-of-life and trend analysis and may be revisited if additional data become available. [scribd]scribd.comAARO Annual Report on UAP FY2024 Ft AsTechRAARO 2024 Annual UAP Report Summary | PDFThe remaining 444 cases lacked sufficient data to facilitate analysis and were placed in the Act… This is a common practice in intelligence and aviation investigations. Cases that cannot be solved today may become clearer when:

  • New sensor data are recovered.
  • Additional witnesses come forward.
  • Similar incidents provide comparison points.
  • Technical understanding of a sensor improves.
  • Previously separate reports are linked together.

The archive therefore serves as a research resource rather than a list of confirmed unknown craft.

The key lesson for UFO catalogue readers

AARO’s Active Archive is best understood as a reminder that unresolved does not automatically mean anomalous. The category primarily reflects evidential limits: reports where investigators cannot confidently determine what happened because the record is incomplete. Official statistics show a clear distinction between cases lacking sufficient data and the much smaller number flagged for deeper analysis because of reported unusual characteristics.

For anyone using UFO report databases and catalogues, that distinction is crucial. A large unresolved count may indicate gaps in observation, documentation and sensor coverage rather than a large inventory of confirmed extraordinary events. The Active Archive category exists precisely because uncertainty is not the same thing as evidence.
