For UFO reports, this creates a distinctive problem.   • Sensitive files may remain accessible long after a witness expected interest in a case to fade.
  • Future database features can make older material easier to search and cross-reference.
  • Information that appears harmless in isolation may become identifying when combined with other records.

The issue is not necessarily malicious access. Often the concern is cumulative disclosure: small pieces of information from multiple files can combine into a surprisingly complete picture of a person’s identity, location or activities.

This creates a recurring tension within UFO research. Greater openness can improve transparency and independent analysis, yet stronger privacy protection often requires restricting access to the most detailed evidence. The attachments that make a case more useful for investigation are frequently the same materials that create the greatest privacy concerns.

In that sense, attachment privacy is not a side issue within MUFON’s reporting model. It is one of the central reasons why a fully open UFO archive is difficult to maintain.
